The Unified Planning Work Program (UPWP) identifies the multimodal metropolitan transportation planning activities and tasks to be carried out by the Terre Haute Economic Development Corporation (THEDC), in its role as the designated Metropolitan Planning Organization (MPO) for the Terre Haute Urbanized Area (UA). THEDC as the MPO, is charged with responsibility of carrying out the continuous, cooperative and comprehensive (3C) metropolitan transportation planning process prescribed in 23 U.S.C. 134 and 49 U.S.C. 6303 for the West Central Indiana Metropolitan Planning Area (MPA).

UPWP's cover a two-year period organized by State Fiscal Year (SFY). State Fiscal Years begin on July 1 and end on June 30 of the follwoing year. Federal funding to support execution of this program of work is provided by the Federal Highway Administration (Title 23 U.S.C.) and the Federal Transit Administration (Title 49 U.S.C. Chapter 53) via a contract between the Indiana Department of Transportation (INDOT) and THEDC. Matching funds (typically 20%) are provided by local planning partners.
